　　一个信奉回教的乡绅为了能够吃上牛肉，就托人送了五十斤牛肉贿赂知县汤奉。汤奉也是个回教徒，他也十分想吃这牛肉，但又不敢违抗皇帝的禁令。
　　这时乡绅张静斋与举人范进正来府中拜访。于是问张静斋：你是做过官的，有关禁止宰杀耕牛的事正该与你商量。刚才有几个信奉回教的人为了开禁，送来五十斤牛肉，请求我对他们稍微宽松些。你看是接受还是不接受？
　　张静斋摇头道：这万万使不得。你我都是做官的人，心中应当只有皇上，哪里顾得上回教的人？想起洪武年间的刘老先生（指刘伯温），洪武私访到他家，正巧江南张王（指张士诚）送来一个菜坛子。当面打开一看，是一坛金子。皇上大为恼火，第二天就把刘老先生贬为青田县知县，后来又用毒药把他毒死了。
　　汤奉见张静斋说得头头是道，不得不信，于是急忙请教该如何处置为好。张静斋说道：世叔可在这件事上大作文章。把那位老者抓起来，打他几十板子，再把一面大枷给他带上了，把送来的牛肉堆在大枷上面，并且在旁边贴出一张告示，说明他大胆妄为，知法犯法，让他游街示众。如果上司知道你办事这样一丝不苟，那么你升官发财就指日可待了。
　　汤奉为了升官发财，做事一丝不苟，本也无可厚非，这表明当时吏治还算清明，一丝不苟的人可以升官发财。不过汤奉只是一个庸俗的官僚而已，其目的并不是为了遵纪守法，而是为了更好的升官发财，然后还是鱼肉百姓。
　　朝廷有禁杀耕牛的禁令，汤奉不问因由，竟然将做牛肉生意的回民老师父活活枷死，闹得群众义愤填膺，鸣锣罢市。
　　事发后，按察司不仅没有处罚汤奉，反而将受害的回民问成奸发挟制官府，依律枷责之罪。如此清廉的知县，一年下来居然也搜刮了八千两银子。官吏们贪赃枉法，而在八股科举之下，土豪劣绅也恣意横行。

　　书中这样描绘汤知县：次日早堂，头一起带进来的是一个偷鸡的积贼，知县怒道：‘你这奴才，在我手里犯过几次，总不改业，打也不怕，今日如何是好？’因取过朱笔来，在他脸上写了‘偷鸡贼’三个字：取一面枷枷了，把他偷的鸡，头向后，尾向前，捆在他头上，枷了出去。才出得县门，那鸡屁股里喇的一声，屙出一泡稀屎来，从额颅上淌到鼻子上，胡子粘成一片，滴到枷上。两边看的人多笑。第二起叫将老师父上来，大骂一顿‘大胆狗奴’，重责三十板，取一面大枷，把那五十斤牛肉都堆在枷上，脸和颈子箍得紧紧的，只剩的两个眼睛，在县前示众。天气又热，枷到第二日，牛肉生蛆，第三日，呜呼死了。
　　这些官吏就凭借科举得意，升官发财，作威作福；而贪狠、蛮横则成了他们的共同特征。这就进一步暴露了科举制度的罪恶，同时也反映了当时整个封建官吏政治的腐败不堪。
